intention of interfering with the measures taken for the prohibition of opium, but it seemed to him that the imprisonment of the manager was unfair, and he asked that the Viceroy at Nanking should be requested to release the man.

The board telegraphed to the Nanking Viecroy, and his reply has now been received as follows:-

"The Ho Chung Opium Hong broke the regulations by opening at Nanking, and the former Viceroy ordered the magistrate to seal up the hong. When the manager, Kuo Yun Chring, was examined, he stated on three occasions that he himself had brought the opium to Nanking, and he denied being in partnership with Sassoons, According to the regulations for prohibition of opium, all opium hongs must have a licence, in order to facilitate inspection. Kuo Yun Ch'ing having chosen to break the regulations, the hong had, of course, to be closed up. Moreover, Kuo Yun Ch'ing is a man of no character, and at the present moment is in custody awaiting investigation into his case, and therefore it is impossible immediately to release him."

The board has the honour to communicate the above for Sir John Jordan's information.
